2. Authorize the use of remaining funds in the Sheriff’s Office State Fair Project for 2023 operating budget expenses.

Background and Rationale
body
In 2023, the Ramsey County Sheriff’s Office (Sheriff’s Office) and the Ramsey County Attorney’s Office (Attorney’s Office) are projected to exceed available appropriations by approximately $220,000 and $260,000, respectively.
This action requests two budget authorizations. First, the transfer of available budget balances in the unallocated general account to cover costs in both departments. The requested transfer is for up to $600,000 total to ensure adequate authority exists to cover all outstanding costs and close the books for the county for budget year 2023. Only the funds needed will be used. This is a one-time authorization for a transfer of funds in 2023 and does not increase either office’s budget in future years.
Second, this action requests use of excess funds from a prior State Fair security contract for 2023 operating expenses in the Sheriff’s Office. Revenues exceed expenditures in the project by $119,000, with is proposed to be repurposed for 2023 operating expenses. This is also a one-time authorization and does not increase the Sheriff’s Office budget in future years.

Racial Equity Impact
Careful consideration of use of public funds, particularly the general tax levy, is critical to building trust with historically marginalized communities.
Community Participation Level and Impact
For this 2023 budget adjustment, the community participation level is to inform.
However, there will be many opportunities for community to share input on both the Sheriff’s Office and Attorney’s Office budget during the 2025 Supplemental Budget process and the 2026-27 Biennial Budget development process. Community input on 2024 spending priorities and results are also always welcome and encouraged.

Fiscal Impact
To close the 2023 fiscal year, this request is for the Ramsey County Board to authorize a transfer of up to $600,000 to the Sheriff’s Office and the Attorney’s Office. There are sufficient balances in the unallocated general account to support this transfer.
