1. Establish, locate, and designate Century Avenue/East County Line Road, between the north ramp of Interstate 694 and County Road E, as County State Aid Highway 72, subject to the approval of the Minnesota Commissioner of Transportation.
2. Authorize and direct the Chief Clerk to forward two certified copies of this resolution to the Commissioner of Transportation.

Background and Rationale

On August 20, 2024, the board approved an agreement with the Minnesota Department of Transportation (MnDOT) and Washington County for the jurisdictional transfer of Century Avenue/East County Line Road (Trunk Highway 120) from the north ramp of I-694 to County Road E. The agreement detailed the conditions of the turnback. MnDOT approved the agreement on August 29, 2024, and officially released Trunk Highway 120 to Ramsey and Washington counties on August 1, 2025. This one-mile segment of border road is split equally between the two counties.
The transferred highway segment should be designated as a County State Aid Highway (CSAH) under the provisions of Minnesota Statute Section 162.02, subdivision 11. The new segment will be assigned route number 72 to align with the designation of the previously turned-back segments of Century Avenue. To accomplish this, a resolution is needed to add this segment to the Ramsey County State Aid Highway Network. Adding the new roadway allows ongoing funding, via the gas tax, to be drawn from the state based on the number of miles within Ramsey County.
Supporting resolutions are needed from the city where the proposed CSAH designation is being requested. This portion of Century Avenue in Ramsey County is located in the city of White Bear Lake. White Bear Lake supports this action and will provide Ramsey County with a resolution of support when it becomes available. Washington County will obtain resolutions for the cities along the route under its jurisdiction.

As this is an administrative process, racial equity impacts will likely be limited. Century Avenue currently serves Ramsey County residents on the west side of the roadway along with the diverse population utilizing Century College for education and ongoing personal development opportunities.

Fiscal Impact
CSAH funds received from the state will see a slight increase due to the additional mileage. This revenue is accounted for in the 2026-2027 approved budget.
Last Previous Action
On August 20, 2024, the Ramsey County Board of Commissioners approved an agreement with Minnesota Department of Transportation and Washington County for the jurisdictional transfer of Century Avenue (Resolution B2024-164).
