1. Approve the traffic signal maintenance agreements with the cities of Roseville, New Brighton, and Maplewood.
2. Authorize the Chair and Chief Clerk to execute the agreements.
3. Authorize the County Manager to approve and execute future traffic signal agreements with other partner agencies in forms approved by the county attorney’s office.
4. Authorize the County Engineer to update the traffic signal lists attached to these agreements as necessary.

Background and Rationale

Traffic signal responsibilities are shared between many partner agencies. Over time Ramsey County’s traffic signal agreements with cities have been on a project-by-project basis. The result has been multiple agreements with varying terms and conditions with many partner cities. Public Works is initiating a city-based signal agreement to achieve consistent terms and conditions and to reduce the overall number of agreements. The proposed signal agreements will align with the Policy for Traffic Control Signal Systems County/Municipal Cooperative Project (Ramsey County Board Resolution 81-1001) if they are not currently in alignment and provide a single agreement that can be updated as signals are added, removed, or replaced within the city borders.
As noted, this initiative will reduce the number of routine maintenance agreements needing to be executed outside the cooperative agreement approval and provide more consistent compliance with our existing policies regarding maintenance costs and responsibilities.

Fiscal Impact
Signal maintenance costs are paid from the Public Works operating budget. On balance, the net fiscal impact for this agreement is anticipated to be near zero. In the process of executing these master signal agreements, some costs may be shifted to the city, in other instances costs will be shifted to the county.
