Background and Rationale

On August 4, 2022, days prior to being booked into the Ramsey County Adult Detention Center (“ADC”), Dillion Dean Bakke (“Bakke”) was seen in the emergency room for a head injury that required stitches. On August 7, 2022, Bakke was booked into ADC. The Inmate Intake Admission form indicated that Bakke had hemophilia and stitches above his left eye. Medical records available to jail medical staff noted he had a diagnosis as a hemophiliac and presented with schizoaffective disorder. On August 8, 2022, at approximately 4:40 a.m., Bakke was moved to segregation after screaming throughout the night, awakening other inmates, engaging with arguments with other inmates and causing a disturbance in his assigned pod. During the move, Bakke complained of pain and had difficulty walking and was carried by correctional officers. Correctional officers and nursing staff periodically observed Bakke in his cell during routine rounds. On August 9, 2022, at approximately 10:15 a.m., Bakke was found unresponsive in his cell but was breathing on his own. Bakke was transported to the hospital where he remained for 18 days until he passed away on August 27, 2022. Plaintiff’s medical expert opined that Bakke died of complications from a spontaneous, catastrophic, intraparenchymal brain hemorrhage caused by his hemophilia. Plaintiff’s medical expert further opined that had Bakke been transported to the hospital after showing signs of difficulty walking during the transport to segregation, it could have been lifesaving.
