Appoint Marcie Weinandt (incumbent) to the Rice Creek Watershed District Board of Managers for a term beginning January 18, 2026 and ending on January 17, 2029.

Background and Rationale

The Rice Creek Watershed District (RCWD) Board of Managers consists of five members - two are appointed by Ramsey County, two from Anoka County and one from Washington County. The Ramsey County district includes portions of Arden Hills, Falcon Heights, Lauderdale, Mounds View, New Brighton, Roseville, St. Anthony, Shoreview, Spring Lake Park, White Bear Lake and the town of White Bear. The managers govern the Rice Creek Watershed District and manage the water resources within it. Managers must be residents of the district and serve a three-year term.

 

There is currently one vacancy on the RCWD Board of Managers due to term expirations. Recruitment through the county’s open appointment resulted in one application.  On September 29, 2025, the application was forwarded to the commissioners and interviews were held on October 3, 2025 for final recommendations.

The county currently recruits for advisory committee vacancies through an open process, which is currently limited to presence on the county website, GovDelivery distribution lists, and word of mouth by advisory committee members, staff and county commissioners. Changes to the recruitment strategies are being implemented to expand efforts to increase racial diversity and under-represented voices in the appointment process.

Fiscal Impact

Rice Creek Watershed District policy has provisions for per diem payments and mileage reimbursement to appointed managers.

 

 

Last Previous Action

On November 28, 2023, the Ramsey County Board appointed Michael Bradley to the Rice Creek Watershed District for a term ending on January 17, 2027 (Resolution B2023-211).
