1. Accept a grant award with Ramsey County Library Friends for Library Collections, Programming and Improvements, in the amount of $150,000.
2. Authorize the County Manager to enter into agreements and execute amendments to agreements in accordance with the county’s procurement policies and procedures, provided the amounts are within the limits of the grant funding.

Background and Rationale

The Ramsey County Library Friends (Friends) is a non-profit organization dedicated to supporting the Ramsey County Library department in making information, books, music, and programs available to the public.
Due to successful fundraising and supportive membership, Friends will award a grant to Ramsey County Library department the amount of $150,000 towards Library collections, programming, and improvements. The Friends Board of Directors approved the grant at a board meeting held on November 17, 2025. The breakdown of the $150,000 grant will be as follows:
- $100,000 for Library Programming
- $30,000 for Library Collections
- $20,000 for Library Improvements
