1. Approve the termination of the ground lease with District Energy St. Paul, Inc., 76 Kellogg Boulevard West, Saint Paul, MN 55102, for use of 35,974 square feet of land at 50 Kellogg Boulevard West, Saint Paul, MN 55102.
2. Authorize the Chair and Chief Clerk to execute the lease termination.

Background and Rationale

In September 2023, Ramsey County approved the ground lease use of land for District Energy. District Energy’s use of land was to support a hydrogen-fueled combined heat and power system pilot project. District Energy was awarded funds from the United States Department of Energy and partnered with Caterpillar to implement the project.
As of October 2023, District Energy was able to start and implement the pilot project. The pilot project was completed April 2025. On November 20, 2024, the Ramsey County Manager approved a six-month lease amendment with District Energy St. Paul, Inc. for the period of January 1, 2025 through June 30, 2025. As the project is now completed, District Energy no longer has a need for the use of land at 50 Kellogg Boulevard West.
Ramsey County Property Management would like to terminate the ground lease with District Energy on May 31, 2025, one month prior to current June 30, 2025 lease expiration date.
