Background and Rationale

body

Ramsey County and the Second Judicial District Courts signed a Memorandum of Understanding (MOU) for the reimbursement of charges related to county provided services to the court. The existing MOU expired December 31, 2023 and the Office of Safety and Justice requires Ramsey County Board approval to renew the MOU. The revised MOU updates services provided to the Second Judicial District Courts and removes the cost for payroll services, information technology and adjusts the Courts Administration yearly office space rent.

Minnesota Statutes 480.181 allows employees impacted by the state takeover of the Ramsey County Court system to retain certain county-employee benefits and to remain members of the Public Employees Retirement Association. The statute also enables the state to reimburse the Ramsey County’s costs for impacted employees for payroll services and information technology provided to the Second Judicial District Courts. Ramsey County will no longer charge the Second Judicial District Courts for these cost due the low number of impacted employees who remain with Ramsey County.
