1. Approve the selection of and the agreements for the General Contractor Cooperative Contracts identified below for the period of June 25, 2024 through June 24, 2029, in accordance with the rates established in the agreements:
• Construction Results Corporation, 5465 Highway 169 North, Plymouth, MN 55442
• General Contractors of Minnesota, Inc., 2201 107th Lane Northeast, Blaine, MN 55449
• Lindee Construction Services, LLC, 1971 Ashland Avenue, Saint Paul, MN 55104
• Cy-Con, Inc., 110 Sycamore Street West, Saint Paul, MN 55117
• Greiner Construction, 121 South 8th Street, Suite 1200, Minneapolis, MN 55402
2. Authorize the Chair and Chief Clerk to execute the agreements.
3. Authorize the County Manager to execute amendments to the agreements in accordance with the county’s procurement policies and procedures, provided the amounts are within the limits of available funding.

Background and Rationale

General contractor services are essential for the preservation of Ramsey County assets and the renovation or small construction projects within county facilities.
On April 17, 2024, in accordance with county procurement policies and procedures, a competitive solicitation for the cooperative contracts was issued. Below is the competitive solicitation summary:

From the five recommended contractors, three are registered as Central Certification Program (CERT) vendors.
For the term of the agreements, any project with an anticipated cost over $25,000 will require the submission of at least two written proposals from the contractors for evaluation by county staff.

Racial Equity Impact
The racial equity impact of the resulting agreements is not fully known. The contracts will include workforce inclusion goals of 32% minority and 20% women, as well as a goal of utilizing 32% certified small businesses (SBEs) found in the CERT directory recognized by the county as the acceptable source for SBE subcontractors and suppliers in conformance with the county's approved policy on workforce inclusion and contracting goals.
