1. Ratify the submittal of a grant work plan to the Minnesota Board of Water and Soil Resources for Well Sealing Implementation Grant.
2. Accept a grant award from and approve a grant agreement with the Minnesota Board of Water and Soil Resources for the Well Sealing Implementation Grant for the period of grant execution through December 31, 2029, in the amount of $125,000.
3. Authorize the Chair and Chief Clerk to execute the grant agreement.
4. Authorize the County Manager to enter into agreements and execute amendments to agreements, in accordance with the county’s procurement policies and procedures, provided the amounts are within the limits of the grant funding.

Background and Rationale

The Minnesota Board of Water and Soil Resources provides grant funding from the Clean Water Fund allocated from the Legacy amendment sales tax to local units of government through a competitive grant process. Thirty-three percent of the sales tax revenue from the Legacy amendment is allocated to the Clean Water Fund. These funds may only be spent to protect, enhance, and restore water quality in lakes, rivers, and streams and to protect groundwater from degradation. At least five percent of the clean water fund must be spent to protect drinking water sources. This Well Sealing grant award is an action to protect drinking water sources.
The Well Sealing grant is a competitive Clean Water Fund grant and will be used for providing cost share to landowners to assist with sealing unused wells. Minimal grant funding will be used for costs in the administration and delivery of the grant with $1,500 for administration, $95,000 for cost share assistance and $28,500 project development.

The work plan will be reviewed by the Ramsey County Parks & Recreation Commission. The Ramsey County Parks & Recreation Commission advises the Parks & Recreation department and Ramsey County Board of Commissioners on matters relating to the planning, development and operation of the county's parks, trails, open space, and recreation facilities.

Fiscal Impact
The grant awarded will cover all associated costs, including administrative costs. This has not been accounted for in the budget. A 10% cost-share match is required, which will be covered by the landowner.
Last Previous Action
On March 8, 2022, Parks received a grant award of $115,000 from the Minnesota Board of Water and Soil Resources for Well Sealing (Resolution B2022-071).
