Background and Rationale

body

In 2024, the Ramsey County Board of Commissioners approved an intergovernmental transfer agreement between the County Attorney’s Office and the City of Saint Paul Police Department (City). The agreement provides for the City to assign 1.0 Full-Time Equivalent police officer to conduct prevailing wage and criminal wage theft investigations, and related enforcement activities.

 

Under the terms of the agreement, Ramsey County is responsible for reimbursing the City for the actual costs incurred, including salary and benefits. The agreement also requires the City to submit invoices to the County Attorney’s Office for reimbursement. The City was unable to finalize and submit its invoices for calendar years 2024 and 2025 until mid-2026.  Because the prior fiscal years have already closed, these expenditures cannot be charged to the applicable prior-year budgets and must instead be processed in the current fiscal year.

 

The County Attorney’s Office has reviewed the invoices and recommends payment. The associated costs were not included in the County Attorney’s Office’s 2026 operating budget because the invoices were not received and finalized until after the 2026 budget was established.

 

County Board approval is requested to authorize a one-time transfer of $305,898 to the County Attorney’s Office to cover the outstanding reimbursement costs associated with the agreement. This action is limited to the costs incurred for 2024 and 2025 and does not increase the County Attorney’s Office’s ongoing operating budget or create a recurring financial obligation beyond the existing terms of the agreement. The County Attorney’s Office has worked with the City to ensure timely billing going forward and to prevent a similar situation from occurring again.

 

The Finance Department has reviewed this request and recommends approval of this request.
