1.                     Appoint Tracy West as the County Auditor.

2.                     Appoint Jeanette Boit-Kania as the County Treasurer.

3.                     Approve the amendments to the Administrative Code, Chapters 4.46, 4.57, 4.58.

4.                     Direct the Chief Clerk to amend the Administrative Code to reflect the approved amendments.

Background and Rationale

Minnesota Statute 383A.20 requires the Ramsey County Board of Commissioners to appoint the County Auditor and County Treasurer. 

 

The functional responsibilities of the County Treasurer were moved to the Finance Department within the approved 2024-2025 budget. The Administrative Code is now being updated to reflect this change.

 

Amendments to the Administrative Code are as follows:

 

4.46. Finance Department

1.                     In Section 4.46.20, added statutory citation for a classified position and corrected language.

2.                     In Section 4.46.30, added detail to investment language.

3.                     In Section 4.46.50, replaced annual budget with biennial and supplemental budget and added the popular annual financial report.

4.                     In Section 4.46.80, added appointment of the County Treasurer and delegations of authority to the Finance Department.

 

4.57. Property Tax, Records and Election Services

1.                     In Section 4.57.10, updated statutes.

2.                     In Section 5.57.20, updated appointment of the County Auditor and delegation of authority. Deleted redundant and removed statutory authority.

3.                     In Section 4.57.30, updated language.

4.                     In Section 4.57.40, deleted a., d., and e. Moved g. to this location from 4.57.60 as a more appropriate fit for delegated authority to the County Auditor.

5.                     In Section 4.57.50, deleted b., c., and e. Subsection b. and c. are the responsibility of the County Assessor and the authority for reporting can be found in 4.58.40. Subsection e. is the responsibility of the County Assessor and authority is detailed in 4.58.30. Statutes in subsections d. and f. updated with appropriate language.

6.                     In Section 4.57.60, tax Forfeited Property Administrative Policies, subsection i. moved to 4.57.40 because it is a County board delegated authority.

 

4.58. County Assessor

1.                     In Section 4.58.30, added statutory citation for County Board of Appeal and Equalization.
