1. Approve the amendment to the single source agreement with Accurate Controls Inc., to provide required upgrades to Ramsey County Correctional Facility security controls systems, upon execution through March 31, 2028, in the amount not to exceed $370,000.
2. Authorize the Chair and Chief Clerk to execute the agreement.

Background and Rationale

The Accurate Controls system (system) allows the Ramsey County Correctional Facility (RCCF) to remotely open and close doors to secure pods and dorms, receive alerts when secure doors are left open, and manage visitation kiosks and phone communications.
The system is currently operating with hardware and software built for the Windows 10 environment. Microsoft ended standard support for Windows 10 on October 14, 2025. System upgrades to a supported operating system are necessary to reduce cybersecurity and compliance risks and to minimize the risk of hardware and software failures. The hardware used in the system is more than 15 years old and is incompatible with Windows 11.
Approval of this amendment will provide funding for the software and hardware upgrades necessary to make the system compatible with Windows 11 and ensure it remains operational, reliable, and compatible with the county's security technology environment and standards.
Securing these upgrades directly supports the county’s strategic priority of operational excellence by advancing technology modernization and promoting safe, secure, resilient, and reliable operations. These services will also help maintain continuity of essential safety-critical services for residents and staff at the RCCF.

Fiscal Impact
