1.                     Approve the Lease Agreement with Maplewood Partners, LLC, PO Box 688, White Bluff, TN, 37187, for 5,872 square feet of retail space in the Maplewood Mall located at 3001 White Bear Avenue North, Suite 1034, Maplewood, MN, 55109, for the period of September 1, 2024 through February 28, 2025, in the amount of $33,764.

2.                     Authorize the Chair and Chief Clerk to execute the Lease Agreement.

3.                     Authorize the County Manager to execute non-financial documents and certifications related to the Lease Agreement or changes in property ownership.

Background and Rationale

In 2022, Ramsey County established a Service Center in the Maplewood Mall to offer county services in proximity to residents. Currently, Enterprise and Administrative Services operates the Service Center at Maplewood Mall with several county departments offering in-person services including emergency rental assistance, MNsure health coverage, supplemental nutrition assistance, Minnesota Family Investment Programs, community career labs, social services, resources for pregnant and parenting families with young children, child support, property services, and programs for seniors and adults with no children. Workforce Solutions regularly provides access to employment guidance counseling and operates a Career Lab within the Service Center.

 

The existing service center space within the Maplewood Mall will close for renovation, to provide for improvements so that the space can better meet the needs of the public and staff.

 

Property Management has located a temporary rental space in proximity to the existing space, so that Service Center operations at the Maplewood Mall can continue during the renovation. The temporary location will retain the same accessibility and public amenities of the existing Service Center location, including access to public restrooms, lactation rooms, security cameras throughout the common areas, on site security personnel, and a food court. The space requires minimal improvements prior to move-in.

 

Property Management has negotiated a six-month lease for this temporary relocation.

Racial Equity Impact

Maintaining Service Center availability and access to critical embedded partners (Libraries, Workforce Solutions, Financial Assistance Services) is a necessary commitment to the Maplewood community and its diverse resident population, so that residents continue to have access to basic needs services during the renovation period.

 

Community Participation Level and Impact

Ramsey County Enterprise and Administrative Services, in coordination with Ramsey County Workforce Solutions and Financial Assistance Services, provides engagement with the community on an on-going basis at the current Service Center location and understands the needs for services at this location. This engagement fostered the decision to remain open in a temporary Maplewood Mall location during the renovation.

Fiscal Impact

The term of the six-month lease include: 5,872 square feet with a rent of $5,627 per month. In addition to the base rent, the county is responsible for utility costs for the space and an estimated $59,000 for one-time costs for improvements and relocation. 

 

All one-time costs for improvements are funded through the Maplewood Service Center Project and operating costs are funded by Enterprise and Administrative Services budget.
