Background and Rationale

On July 7, 2022, at approximately 2:00 p.m., a library employee working at the Ramsey County Library - Roseville, located at 2180 North Hamline Avenue, Roseville, Minnesota attempted to assist Patricia Juaire, age 85, exit the front door of the library by holding it open as Ms. Juaire exited. In the process of exiting the building, the door hit Ms. Juaire, knocking her to the ground. As a result, Ms. Juaire suffered a right proximal humerus fracture and a laceration to the back of her head.
Ms. Juaire has sued Ramsey County, alleging it is liable for the negligence for its employee.
The parties reached an agreement during settlement negotiations, subject to board approval. The board approved the settlement in a closed session on January 14, 2025.
