2. Approve an amendment to Ramsey County Resolution 90-191 revising the size and composition of the Parks & Recreation Commission by increasing its membership from seven members to nine at-large members with three-year staggered terms.

Background and Rationale

In 1990, the Ramsey County Board of Commissioners established, by resolution, the Ramsey County Parks & Recreation Commission to serve as an advisory body to the Parks & Recreation Department leadership. The commission originally consisted of seven Ramsey County residents that were appointed at large. In 1999, the board approved amending the resolution to expand the Parks & Recreation Commission to nine members, with two members appointed at large and seven appointments aligning with the commissioners’ districts. There was also a change in the terms of appointments to three years with staggered terms.
On May 17, 2022, the County Manager’s office lead a county board workshop that centralized and standardized the appointment process to all county advisory boards. The county commissioners all agreed that moving all advisory board positions to at-large appointments would benefit this process. The recommendations will better align with the current appointment process of advisory boards.

Racial Equity Impact
This structural change drives more equitable representation by allowing qualified candidates from anywhere in the county to apply for any open seat. This also allows commissioners to look at the demographic makeup of each advisory board holistically.
Community Participation Level and Impact
This action is administrative and meant to align with the board’s decision to have all advisory board appointments be at-large. Community level impact has been that residents have wider access to serve since district specific requirements are removed.

Last Previous Action
On June 2, 2026, the Ramsey County Board of Commissioners appointed Reier Erickson, Christine England, and Mike Sachi to the Parks and Recreation Commission for terms ending on June 5, 2029 (Resolution B2026-073).
