Background and Rationale

Minnesota Statutes 275.065 requires Ramsey County Regional Railroad Authority (RRA), as a special taxing district, to certify a proposed maximum tax levy to the county auditor by September 30, 2022.

 

An important provision of the proposed property taxes law is that the approved tax levy for the 2023 RRA budget cannot be more than the proposed maximum tax levy certified by the RRA.

 

The RRA will approve the 2023 Supplemental Budget, Addenda and Property Tax Levy in December 2022.

 

The Budget Committee of the Whole met on September 6, 2022 to discuss countywide supplemental budget addenda, including items for the Economic Growth and Community Investment Service Team and the RRA.

Racial Equity Impact

The 2023 RRA proposed budget and tax levy allows the RRA to deliver projects that have a positive impact on users of all races and abilities. RRA transit projects are part of the Ramsey County All Abilities Transportation Network, whose policy is a commitment to creating and maintaining a transportation system that provides equitable access for all people regardless of race, ethnicity, age, gender, sexual orientation, health, education, abilities and economics.

 

Community Participation Level and Impact

The development of the county’s transitway projects (Green Line, Gold Line, Rush Line and Riverview Corridors) can be used as a model of highly effective, transparent and creative community engagement to connect with and hear a range of different voices and perspectives for the projects. This community engagement is embedded into and occurs throughout the lifecycle of the projects.

 

Two public hearings are incorporated in the budget process and scheduled for the public to comment on the 2023 supplemental budget. The public hearings are scheduled for:

                     Tuesday, September 13, 2022 at 5 p.m. - Council Chambers, Ramsey County Courthouse.

                     Monday, November 28, 2022 at 6:30 p.m. - Roseville Library.

Fiscal Impact

The 2023 proposed levy for the RRA is $30,408,198, which is an increase of $810,133 or 2.7% from the 2022 levy of $29,598,065.

 

 

Last Previous Action

On December 14, 2021, the Ramsey County Regional Railroad Authority approved the Ramsey County Regional Railroad Authority 2022-23 budget (Resolution R2021-026).
