Jurisdictional Transfers of Portions of Otter Lake Road and White Bear Parkway

1. Revoke previously designated County State Aid Highway mileage of Otter Lake Road between County Road 96 (on the south) and 9th Street (on the north) to the city of White Bear Lake.
2. Accept jurisdiction of White Bear Parkway, between County Road 96 (on the south) and Otter Lake Road (on the east) from the city of White Bear Lake.
3. Authorize the director of Public Works/county engineer to pursue appropriate actions needed to add this new section of White Bear Parkway to the County State Aid Highway network through the process administered by the commissioner of transportation at the Minnesota Department of Transportation.

Background and Rationale

Ramsey County Public Works department has agreement PW2025-08 with the city of White Bear Lake to:
1. Transfer a portion of Otter Lake Road (from County Road 96 to 9th Street) to the city of White Bear Lake; and
2. Accept a transfer, from the City of White Bear Lake, of a portion of White Bear Parkway (from County Road 96 to Otter Lake Road).
The new roadway segment is to be numbered 60, the same number as the revoked section of Otter Lake Road.
Before these transfers can go into affect, the Minnesota Department of Transportation requires that any addition, revision, or revocation of mileage within the County State Aid Highway system, within a municipality (city or county), must be approved by resolution of the governing body of that municipality. These future actions are expected to be formally submitted to the Minnesota Department of Transportation later this year after Ramsey County accepts the portion of White Bear Parkway through this Request for Board Action.
To complete this addition and revocation to the county’s County State Aid Highway designations, a resolution from the county board is required.

Projects in the Transportation Improvement Program (TIP) are selected based on a variety of factors including racial equity inclusion and diversity. The 2050 All Abilities Transportation Plan, adopted in 2024, intentionally incorporated data on race, income, poverty, and vehicle availability to identify equity needs throughout the county and prioritize projects accordingly. Additionally, projects are selected to benefit travel to and from employment centers and to accommodate the transport of goods to maintain economic vitality.

Fiscal Impact
Ramsey County’s estimated funding impact for this roadway exchange is anticipated to be fiscally neutral, as the mileage revoked and the mileage accepted are consistent.
Last Previous Action
On November 25, 2025, the Ramsey County Board approved the 2026 - 2030 Transportation Improvement Program (Resolution B2025-218).
