1. Approve the agreement with North St. Paul, Maplewood, and Oakdale Independent School District 622 for election services for the period of September 1, 2025, through December 31, 2026 in the amount of $118,290, with the option to renew for one additional two-year terms.
2. Authorize the Chair and Chief Clerk to execute the agreement.
3. Authorize the County Manager to execute amendments to the agreements in accordance with the provisions of the agreements and with all other terms and conditions remaining the same, and in a form approved by the County Attorney’s Office.

Background and Rationale

The Ramsey County Elections Office, under the direction of the County Auditor, enters into agreements with political sub-divisions to perform the election duties of the city and school district clerks. Election Services agreements with the political sub-divisions first started in 1996 with the City of Saint Paul and now 15 cities and five school districts have contracts with Ramsey County for Election Services.
Under Minnesota State Statutes chapters 200.01 through 211c.09, the County Auditor, City Clerks, and School District Clerks have similar and overlapping election administration responsibilities. Contracts for Election Services provide both Ramsey County and the political sub-divisions efficiencies and cost-savings potential, reducing the duplication of work and relying on the expertise of the county’s full-time elections office.

Racial Equity Impact
Ramsey County will be able to express our county’s mission and values when administering state and local elections on behalf of Independent School District 622. Ramsey County recruits over 1,200 residents annually to serve as election judges. Election Judges recruited to work under this agreement will be paid at the County’s rate for election judges, which exceeds local and statewide averages.
Community Participation Level and Impact
Residents located in Independent School District 622 will be allowed to participate as Election Judges in Ramsey County. Voters will have consistent election services by consolidating the election administration duties between Independent School District 622 and Ramsey County.

Fiscal Impact
This agreement will generate $118,290 in revenue for the 2025-2026 term. This is the expected amount of revenue needed to cover the duties of this contract for the 2025-2026 term. This revenue was not included in the approved 2025 supplemental budget
