Background and Rationale

The Emergency Communications Center currently operates under a 2005 joint powers agreement that established consolidated emergency communications services, with subsequent agreements added as partnerships and technology expanded across the county. Since that time, the Emergency Communications Center has evolved significantly. To keep pace with changing operations, technologies, and expectations, a modernized joint powers agreement is needed to provide a strong and updated institutional foundation for delivering reliable, high-quality emergency communications.

 

Modernizing this agreement will strengthen long-term fiscal predictability and stability for participating cities. It will also position the Emergency Communications Center and its partners to respond effectively to future technology, service and operational demands in a manner that is fair, transparent and sustainable.
