1.                     Approve amendment to the Saint Paul Figure Skating Club, 848 Pleasant Ave, Saint Paul, Minnesota, 55102 for:

a.                     Ice rental upon execution of the agreement through September 15, 2025.

b.                     Capital payments totaling $10,000 for facility improvements.

2.                     Authorize the Chair and Chief Clerk to approve the amendment to the agreement.

An agreement has been negotiated with the Saint Paul Figure Skating Club, 506 Grand Hill, Saint Paul, Minnesota 55102, for ice rental at Pleasant Ice Arena to extend the ice agreement, which expired at the end of 2024. The Saint Paul Figure Skating Club (SPFSC) is a nonprofit organization that has been in operation since 1936. SPFSC purchases daytime and early evening ice primarily at Pleasant Arena and has been a long-term tenant there. This amendment extends the previous agreement for nine and a half months through the end of the school calendar year and their summer session.

The SPFSC is a member of the U.S. Figure Skating governing organization which has developed initiatives to continue to diversify the sport and become a more welcoming and inclusive organization. These initiatives stress education, representation, and visibility, and provide appropriate support to set up members of underrepresented groups for success. Community Participation Level and Impact

The mission of the Saint Paul Figure Skating Club is to develop skaters into U.S. Figure Skating Gold Medalists and regional, sectional, national and international competitors. The organization strives to provide excellence in programming and instruction for skaters in every level of the sport, and to further the love of figure skating in our community. SPFSC offers Learn to Skate programs at Pleasant and Charles Schultz Highland Ice Arenas providing a valuable service to the residents of Ramsey County. It is a great benefit to host this established community partner to further the sport of figure skating. County residents make up the majority of the membership for SPFSC.

Fiscal Impact

The agreement will provide revenue to Pleasant Ice Arena to help support and maintain operations of this facility. It is estimated that revenue from this agreement will be $160,000. The $10,000 capital contribution will be utilized at Pleasant Ice Arena to address building improvements that benefit the county and the Saint Paul Figure Skating Club. The revenue is included in the 2025 Parks & Recreation operating budget.

 

 

Last Previous Action

On November 5, 2019, the Ramsey County Board approved a five-year Ice Rental Agreement with the Saint Paul Figure Skating Club (Resolution B2019-249).
