Background and Rationale

Minnesota Law (Minnesota Statutes 275.065) requires Ramsey County to certify the proposed tax levy by the county auditor by September 30, 2024.
The Ramsey County Board will approve the final 2025 tax levy in December 2024. This final levy can be lower than the maximum certified but cannot be increased over the maximum levy approved.

The racial equity impact of departments, programs and services is included in the 2024-25 Biennial Budget documents and was discussed during the Budget Hearings scheduled during the months of August and September 2024.
Additionally, the racial equity impacts of county departments, programs and services was discussed during the Supplemental 2025 budget hearings in August and September of 2025 and is included county performance measures data available in the open data portal.
Finally, the impact of property tax trends and levy impacts on residents and businesses was presented to the board by the County Assessor and Auditor/Treasurer in August 2024 and August 2025.

The process has involved informing and consulting through community budget conversations, Board presentations, and public hearings held in 2023 and will continue through 2024.

Fiscal Impact
A maximum property tax of $395,960,717 would result in a 4.75% levy increase. This funding will represent 45.9% of the total proposed 2024 county budget.
