Background and Rationale

After a competitive posting and interview process, Kendall Bobula was selected to fill the position of Director of the Emergency Management Department for Ramsey County. The director leads the Department of Emergency Management and operates under the Safety and Justice Service Team. Minnesota Statutes, Section 12.25, Subdivision 2 <https://www.revisor.mn.gov/statutes/cite/12.25>, requires the Ramsey County Board of Commissioners to appoint a Director of Emergency Management. The Ramsey County Administrative Code, Chapter 4, Section 4.56.30, outlines the duties and responsibilities of the Director.

 

Kendall Bobula brings extensive experience in emergency management, public safety, preparedness planning, training and exercises, grant administration, and intergovernmental coordination. She most recently served as the Director of Planning and Preparedness for the City of Boston’s Office of Emergency Management, where she led emergency management planning, community preparedness initiatives, regional coordination efforts, and strategic planning.

 

As Director of the Emergency Management Department, Kendall will lead Ramsey County’s emergency management program, including emergency preparedness, disaster response, recovery and mitigation efforts, countywide emergency response planning, Emergency Operations Center coordination, training and exercises, grant administration, and compliance with state and federal emergency management standards.
