2. Authorize the Chair and Chief Clerk to execute the quit claim deed for filing with the county recorder’s office.

Background and Rationale

Generally, tax forfeited lands revert back to the county pursuant to Minnesota Statutes, Sections 282.01 to 282.12 inclusive as amended, via the state. The county then has a choice to retain if needed for their purposes, or sell to put back on the tax rolls.
In 2000, the county acquired two parcels, Parcel IDs 36-30-23-23-0015 and 36-30-23-32-0001, through the tax forfeiture process. These non-buildable, narrow parcels are bordered on the north by Owasso Boulevard, and on the south by Lake Owasso. The parcels were acquired to allow for the installation of an aeration system in Lake Owasso that is used to prevent winterkill of the fish. That aerator has been installed and has been operational for many years.
There is no need for the county to continue owning these parcels. Public Works staff believe these parcels would be better used by the city of Shoreview for city street appurtenances since Owasso Boulevard, a city street, is the northern boundary of these narrow parcels.
The city of Shoreview staff has agreed to take ownership of these parcels and will present this matter to the city council for approval once the Ramsey County board has approved the transfer and signed the quit claim deed. Ramsey County has retained an access easement over and across these parcels so it can maintain the aerator.

On January 18, 2000, the Ramsey County Board approved conveyance of two tax forfeited properties, to Ramsey County, Department of Public Works, to install a permanent water aeration system for Lake Owasso (Resolution 2000-25).
