1.   Approve the selection of and the agreement with Foth Infrastructure & Environment, LLC., 2121 Innovation Court, Suite 300, De Pere, Wisconsin, 54115 for technical assistance on recycling and solid waste issues for the period of January 1, 2021 through December 31, 2023, with the option to renew for up to two (2) additional one year periods, in the not-to-exceed amount of $100,000 per year.

2.   Authorize the Chair and Chief Clerk to execute the agreement.

3.   Authorize the County Manager to execute amendments to the agreement in accordance with the County’s procurement policies and procedures, provided the amounts are within the limits of available funding.

Background and Rationale

Ramsey County has a role in helping ensure the continuous improvement of municipal recycling programs throughout the County. To support this role, Public Health has made consulting services available to interested public entities, such as municipalities and school districts. The services primarily focus on recycling and are consistent with County policies reflected in the County’s solid waste master plans.

 

Since 2000, and in an effort to provide continued support to municipal recycling programs, Public Health has been contracting with a consultant to provide technical assistance to municipalities to help bolster recycling programs through the improvement of their recycling contracts. This type of service has been included as a recycling strategy in subsequent Ramsey County solid waste master plans. Beginning in 2006, the County extended its offer of this technical assistance to include any public entity within the County.

 

On July 15, 2020, Ramsey County released a competitive solicitation for technical assistance on recycling and solid waste issues. Below is a competitive solicitation summary.

Racial Equity Impact

Services provided in this agreement are to provide technical assistance to municipalities to support improved recyclables management in their communities. Public Health recognizes that use of recycling services are not even across racial groups and invests in efforts to reach underrepresented communities in order to overcome barriers and bring about parity across our community. The County has played a role in helping to ensure the continuous improvement of municipal recycling programs throughout the county for several decades, and current projects include building in diversity, equity and inclusion standards and evaluation criteria into municipal recycling contracts.

 

Community Participation Level and Impact

There was no specific community participation in defining the services for technical assistance to municipalities, except for working with them to identify needs for their recycling program. By extension the scope of this work stems from the county’s Solid Waste Management Master Plan, which included strategies related to this work, and which included significant community engagement in its development.

Fiscal Impact

The total cost of this agreement is a maximum not-to-exceed total of $500,000 over the life of the contract. Funding for this service is included in the 2021 Public Health budget.
