1. Approve Amendment 14 to Agreement with Kimley Horn and Associates, Inc., for consultant services on the Twin Cities Army Ammunition Plant Redevelopment Project, to extend the end date from December 31, 2020 to December 31, 2022 and update the insurance requirements.
2. Authorize the Chair and Chief Clerk to execute the amendment.
3. Authorize the County Manager to approve and execute amendments to the agreement, in accordance with the County’s procurement policies and procedures, provided the amounts are within available funding.

Background and Rationale

On November 15, 2011, the Board of Commissioners approved an Offer to Purchase on 430 acres of property on the former Twin Cities Army Ammunition Plant. This site will be developed into a mixed-use residential, retail and business district. On April 3, 2014, Public Works issued a Request for Proposals for development and design engineering consultant services for the property. Kimley Horn and Associates, Inc. was selected and entered into an agreement, effective June 9, 2014 through December 31, 2020. Amendment 14 to the Agreement will allow for continued strategic advising support during the next phase of development. This phase will focus on the site’s infrastructure including roads, sewers and water lines.

Board approval is required to amend this agreement.
Last Previous Action
Amendment 13 to the Agreement was fully executed on August 28, 2019. The Amendment increased the contract in the amount of $50,000 to include strategic advising.
