Background and Rationale

As per Resolution B2018-246, a decision must be made by the Ramsey County Board regarding the use of a Project Labor Agreement (PLA) prior to the release of a solicitation for a construction project over $175,000. Public Works has evaluated whether PLAs should be used on projects in the 2022 construction and pavement preservation project including the following:

County Road B Dale Street to Rice Street Preservation
County Road B2 at Lexington Avenue Construction
Hugo Road Park Avenue to County Road J Preservation
Jackson Street Arlington Avenue to Larpenteur Avenue Preservation
Lexington Avenue TH 36 to County Road C2 Preservation
Lexington Avenue County Road E to I-694 Construction
Lexington Parkway Shepard Road to W. 7th Street Construction
Randolph Avenue I-35E to W. 7th Street Preservation
Rice Street County Road B2 to Owasso Boulevard N. Preservation
Saint Paul Avenue Edgcumbe Road to Cleveland Avenue Preservation
South Shore Boulevard White Bear Avenue to County Road F Construction
On December 1, 2021, notices requesting input on the use of a PLA on 2022 projects were sent to the following interested parties per the PLA Policy:
• Asian American Chamber of Commerce in Minnesota
• Associated Builders & Contractors of MN/ND
• Associated General Contractors of Minnesota
• Latino Chamber of Commerce of Minnesota
• Minnesota American Indian Chamber of Commerce
• Minnesota Black Chamber of Commerce
• National Association of Minority Contractors, Upper Midwest
• Saint Paul Building and Construction Trades Council
• US Pan Asian American Chamber of Commerce
One response was received from Saint Paul Building and Construction Trades Council, recommending against the use of a PLA.

Racial Equity Impact
The PLA requests are sent to several diverse councils and groups for their input on whether PLAs should be utilized on projects. In the past, Public Works received comments that PLAs negatively affect small, minority, and/or women-owned businesses. This year however, only one response was received, and it did not reference any impacts to small/minority/women-owned businesses.
Community Participation Level and Impact
As identified above, a notice was electronically mailed out to the parties identified seeking their comments back on the use of PLA agreements. Based on that feedback, Public Works developed its recommended approach for 2022. No further community engagement is needed for the PLA agreements. As each project identified above moves towards construction, community engagement will be done based on the needs and impacts of that project in that community.

Fiscal Impact
Funding for the 2022 Construction and Pavement Preservation projects is included in the 2022 Public Works Capital Improvement Program budget.

On September 18, 2018, the Ramsey County Board amended the Administrative Code for Project Labor Agreements on construction projects threshold amount to $175,000, in accordance with Minnesota Statute section 471.345, subdivision 3 (Resolution B2018-246).
