Background and Rationale

Minnesota Statues 275.065 requires Ramsey County Housing & Redevelopment Authority (HRA), as a special taxing district, to certify a proposed maximum tax levy to the County Auditor by September 30, 2022.

 

An important provision of the proposed property taxes law is that the approved tax levy for the 2023 HRA budget cannot be more than the proposed maximum tax levy certified by the HRA.

 

The HRA will approve the 2023 Supplemental Budget, Addenda and Property Tax Levy in December 2022.

 

The Budget Committee of the Whole met on September 6, 2022 to discuss countywide supplemental budget addenda, including items from the Economic Growth and Community Investment Service Team and the HRA.

Racial Equity Impact

The 2023 HRA proposed budget and tax levy allows the RCHRA to implement eligible strategies from Ramsey County’s Economic Competitiveness and Inclusion Plan (ECI Plan) by investing in projects and programs that specifically aim to reduce racial disparities in housing and investments in the built environment. These strategies include increasing the supply of deeply affordable rental units and pathways to homeownership.

 

Ramsey County has large racial disparities between residents of color and white residents in accessing housing and homeownership. These disparities include a disproportionate number of African American and American Indian experiencing homelessness compared to white residents. Generally, residents of color are more likely to rent than own their own home and be cost-burdened by hosting costs compared to white residents. To undo these historical and lasting inequities, inclusive investment is needed in communities that have experienced historic wealth extraction.

 

Community Participation Level and Impact

In preparation for the proposed HRA budget and levy, Ramsey County elected officials and staff engaged cities across the county through presentations and conversations with elected bodies about the opportunities and impacts of the proposed action. Furthermore, Community and Economic Development staff hosted monthly Economic Development Summits to gather feedback on proposed programming in the ECI Plan. The strategies and goals described in the ECI Plan directly respond to the findings of a robust engagement with residents, businesses, non-profits, developers, and city partners.

 

Two public hearings are incorporated in the budget process and scheduled for the public to comment on the 2023 supplemental budget. The public hearings are scheduled for:

                     Tuesday, September 13, 2022 at 5 p.m. - Council Chambers, Ramsey County Courthouse.

                     Monday, November 28, 2022 at 6:30 p.m. - Roseville Library.

Fiscal Impact

The 2023 proposed levy for the HRA is $11,419,523, which is an increase of $319,523 or 2.7% from the 2022 levy of $11,100,000.

 

 

Last Previous Action

On December 21, 2021, the Ramsey County Housing and Redevelopment Authority approved the Ramsey County Housing and Redevelopment Authority 2022-2023 budget (Resolution H2021-007).
