Background and Rationale

For over 20 years, Ramsey County has contracted with Bay West Inc., who own and operate the household hazardous waste (HHW) collection site located on Empire Drive in Saint Paul. Stemming from two strategies in the current Solid Waste Management Plan, Ramsey County evaluated how it provides household hazardous waste services and provided redesign recommendations to ensure better service to county residents. As a result, Ramsey County is building an Environmental Service Center (ESC).
The current contract with Bay West ends on December 31, 2025. The plan was to operate out of the Bay West site on Empire Drive until that time. However, building the ESC is ahead of schedule, with plans to be open to the public on April 1, 2025.
To continue uninterrupted HHW collection services, Saint Paul - Ramsey County Public Health (SPRCPH) has worked with Bay West, Inc. over the past several months to amend language in the current agreement to be acceptable to both parties. The negotiated amendment transitions HHW services from Bay West’s location at 5 Empire Drive, Saint Paul, MN to Ramsey County’s ESC located at 1700 Kent Street, Roseville, MN in 2025. Bay West would provide HHW collection services at the ESC through 2025. HHW labor services at the ESC for 2026 and beyond will be procured through an open competitive process (through Request for Proposal).

Racial Equity Impact
Ramsey County views HHW collection as an important risk reduction strategy in the east metropolitan solid waste system. By keeping chemical and other hazardous waste generated by households separate from mixed municipal solid waste and managing it in an appropriate manner, the county is reducing environmental, financial, property, health, and occupational risks. Since its inception, the HHW program has focused on encouraging reduction in the generation of HHW and separate collection of as much HHW as possible, to mitigate these risks. Significant community education and engagement, paired with convenient collection opportunities, have been important in this work.
Community Participation Level and Impact
Ramsey County conducted extensive community engagement to evaluate how it provides HHW services. After analyzing feedback from community, the county made plans to restructure its programs to better serve residents. Residents said they wanted a year-round, accessible HHW program. Due to being ahead of schedule, SPRCPH believes it is in the best interest of Ramsey County to continue to use Bay West, Inc for labor until the end of their current contract term as the HHW program transitions to the Environmental Service Center. This will allow for continuity of HHW services and provide a well-coordinated transition from the Bay West Facility to the ESC. This will also provide the same level of access to these services by residents and reduce confusion by continuing HHW collection at already familiar hours.

Fiscal Impact
No impact. Funds are included in the approved Environmental Health Solid Waste Fund 2024 - 2025 budget. No change to current contract costs or fees.
Last Previous Action
On November 22, 2022, the Ramsey County Board approved an amendment with Bay West, Inc for Household Hazardous Waste through December 31, 2025 with two one-year renewals (Resolution B2022-265).
