The Ramsey County Board of Commissioners met in regular session at 9:00 a.m. with the following

Corrections, 3329 Casey Street, River Falls, Wisconsin 54022 for inmate  
commissary services for the period of June 24, 2025 through June 23, 2027 with the  
option to be renewed for three additional one-year periods for a total of five years, in  
accordance with the rates established in the agreement.  
2. Authorize the Chair and Chief Clerk to execute the agreement.  
3. Authorize the County Manager to execute amendments to the agreement in accordance  
with the County’s procurement policies and procedures, provided the amounts are  
within the limits of available funding.

five-year period upon the execution of the agreement.

Department of Public Safety, Bureau of Criminal Apprehension and the County of  
Ramsey, on behalf of the Ramsey County Attorney’s Office to utilize Minnesota

Grant Agreement with Department of Human Services for Early Interventions

1. Ratify the submittal of the grant application to the Department of Human Services for  
culturally responsive early interventions to prevent an individual from meeting criteria for  
civil commitment and to promote positive outcomes for individuals living with mental  
illness.  
2. Accept a grant award and approve a grant agreement with the Department of Human  
Services for Early Interventions to Prevent Civil Commitment for the period of July 1,  
2025, through June 30, 2026, in the amount of $367,200.  
3. Authorize the Chair and Chief Clerk to execute the grant agreement.  
4. Authorize the County Manager to enter into agreements and execute amendments to  
agreements in accordance with the county’s procurement policies and procedures,  
provided the amounts are within the limits of the grant funding.

Authorize the County Attorney, or his designee, in his discretion, to join Ramsey County as a plaintiff  
in lawsuits that could impact the county’s federal funding, including King County v. Turner and San  
Francisco v. Trump, and sign (or, designate the signing of) such agreements with counsel for plaintiffs  
as are necessary to effectuate this joinder (Resolution B2025-139).
