The Ramsey County Board of Commissioners met in regular session at 9:02 a.m. with the following  
members present: Jebens-Singh, McGuire, McMurtrey, Moran, and Chair Ortega. Commissioner  
Xiong was absent during Roll Call and the approval of the Agenda. She arrived at 9:04 a.m. and was  
present during the rest of the board meeting. Commissioner Miller was absent. Also present were Ling  
Becker, County Manager, and Jada Lewis, Civil Division Director, Ramsey County Attorney's Office.
