The Ramsey County Board of Commissioners met in regular session at 9:02 a.m. with the following  
members present: Jebens-Singh, McGuire, McMurtrey, Moran, Xiong and Chair Ortega.  
Commissioner Miller joined the board meeting remotely pursuant to Minnesota Statutes 13D.02,  
Subdivision 2. Also present were Ling Becker, County Manager, and Jada Lewis, Civil Division  
Director, Ramsey County Attorney's Office.

Sheriff’s Office by 23.0 Full-Time Equivalent Correctional Officers.  
2. Approve an increase in the personnel complement of the Adult Detention Center of the  
Sheriff’s Office by 1.0 Full-Time Equivalent Community Service Officer.  
3. Approve an increase in the personnel complement of the Adult Detention Center of the  
Sheriff’s Office by 8.0 Full-Time Equivalent Unfunded Correctional Officers.  
4. Authorize the County Manager to transfer up to $1 million from the General  
Contingency Account to the Sheriff’s Office 2026 operating budget for the Adult  
Detention Center.

Joint Powers Agreement with the City of Saint Paul for Emergency Shelters

1. Approve the joint powers agreement with the city of Saint Paul to accept Local  
Affordable Housing Aid funds to respond to unsheltered homelessness jointly serve  
through a coordinated partnership for the period of July 28, 2026, through December  
31, 2028.  
2. Authorize receipt of $1,080,000 from the city of Saint Paul to reimburse Ramsey County  
for allowable costs to support the creation and expansion of emergency shelter,  
stabilization and connections to housing and other supportive resources for individuals  
experiencing homelessness, including those impacted by the encampment closures  
over the course of the term of the joint powers agreement.  
3. Authorize the Chair and Chief Clerk to execute the agreement.  
4. Authorize the County Manager to establish a project number for the emergency shelters  
in the Housing Stability’s Department budget.
