The Ramsey County Housing and Redevelopment Authority met in regular session at 10:29 a.m. with
the following members present: McGuire, Miller, Moran, Ortega and Chair Xiong. Commissioner
Jebens-Singh missed Roll Call, approval of the Agenda of February 18, 2025 and approval of the
Minutes from January 21, 2025, arriving at 10:32 a.m. Also present were Ling Becker, County
Manager, and Kathleen Ritter, Assistant County Attorney, Ramsey County Attorney's Office.
