The Ramsey County Board of Commissioners met in regular session at 9:02 a.m. with the following  
members present: Frethem, McGuire, Moran, Ortega, Reinhardt, and Chair Martinson. Commissioner  
Xiong joined the board meeting remotely pursuant to Minnesota Statues 13D.02, Subdivision 1(b).
