4. Obligation of American Rescue Plan Act Funding Towards 2023 Affordable

Housing Development

1. Approve the obligation of American Rescue Plan Act Funding for recommended

projects and funding amounts for the preservation and construction of deeply affordable

housing.

2. Authorize the County Manager to enter into the necessary loan or other agreements

and execute amendments to loan or other agreements in a manner consistent with the

American Rescue Plan Act regulations and requirements, federal, state and local

regulations and requirements, in a form approved by the County Attorney’s Office.

Appoint Mike Sachi to the Parks and Recreation Commission for a term beginning June 6,

Minnesota Department of Revenue Local Homeless Prevention Aid

1. Accept the Minnesota Department of Revenue Local Homeless Prevention Aid five-year

certified funding allocation (July 2023- December 31, 2028), with the first two

installments from the totaling $2,477,234 in 2023.

2. Authorize the County Manager to create a Local Homeless Prevention Aid Project within

the Housing Stability department budget.

3. Approve an increase in the personnel complement of the Housing Stability department

by 2.0 Full Time Equivalent.

7. Minnesota Council on Local Results and Innovation’s Performance

Measurement Program

Sponsors: County Manager's Office

1. Approve continuation of Ramsey County's participation in the Minnesota Council on

Local Results and Innovation's Performance Measurement Program, as well as public

distribution of the performance measures report via the county's website.

2. Ratify the County Manager’s submission of Ramsey County’s annual report of its

adopted performance measures to the Minnesota Office of the State Auditor.
